Apparently it's an error/typo on the website - both brochures (2015 & 2016) show a 1,950 lb pin weight. Even the 2014 brochure shows a heavier pin weight than 1690 lbs (at 1850 lbs). Your dealer can contact the local Cougar Rep & verify the correct number for the 2015-16's.

The shipping weight & pin/hitch weight, as listed, is for an empty/unloaded/dry trailer with a standard build (i.e. no options/upgrades included). Adding factory options (depending on how many, their weight & location of course) may also increase the shipping weight & pin weight numbers from what's listed in the literature.
As Javi stated, loaded & ready to travel, his 333MKS pin weight is several hundred pounds more than the "listed" weight... which is fairly typical.
