E-Track system is great for that use.
Not a Toy Hauler or RV, but I installed E-Track in my enclosed utility trailer for the same use as your son is needing.
On my utility trailer, I mounted them to the floor along both sides.
I drilled holes through the floor and then ran bolts all the way through (being sure to actually hit some steel cross beams in trailer floor).
Also used regular wood screws in holes to fill in between bolts through the floor.
I also mounted a wheel chock to the trailer floor in front end of trailer.
Then using Ratchet Straps (with E-Track) ends that lock down into the E-Track.
That Harley is solid as a rock when loaded and strapped down.
