Water heater problem

We keep are Montana 5th wheel parked on a private lot with electrical, water & sewer hook ups. My wife was using the trailer for a weekend getaway, Friday night the water heater worked fine, but during the night it stopped. She checked the circuit breakers and looking outside she noticed that the on/off rocker switch in the outside water heater compartment would not move. How do I go about figuring out what the problem is and fixing it?
