Almost all the vinyl flooring in RV's is glued or tacked/stapled around the perimeter and left free floating in the center. I couldn't tell you if it's to make it easier to replace or if there's an engineering/structural consideration. But all of them have "air under the floor" and over time it either settles out or we just stop noticing it.
If it's really REALLY loose, it may not be installed correctly, but if it's just that you notice it moving down under your feet or hear a "click" as you walk, it's pretty much normal.
