Fresh Water Tank Not Filling to Capacity

I bought a Keystone travel trailer in 2013, and have used it extensively traveling around the country, including Canada and Alaska. In the past, almost all our camp sites have had full hookups. Since moving out west, we’re starting to do a little more dry camping. And recently I’ve suspected that my fresh water tank hasn’t been filling to stated capacity (41 gallons). For our latest trip, I thoroughly drained the system except for the 6 gallon hot water tank. I used a flow meter to fill my fresh water tank, and it topped out at 26 gallons!? Anybody have thoughts on why I’m not getting the max out of my fresh water tank capacity? Thanks

Your FW capacity includes the water heater, so if it states 41 gallons - 6 for the wh leaves 35 for the tank. Unless you tilted your RV extremely towards the tank drain you could have 2-3 gallons, or more, still in the tank. It's very difficult to drain any of the tanks completely dry once liquid has been added initially.
Also I wouldn't bet money that just because it states somewhere that your capacity is xx gallons that you actually have xx gallons, with RVs all is subject to change without notice.
If you've filled to overflowing & only held 26 gallons I'd say it holds 26 gallons + 6 in the wh = 32 gallons & call it a day!

The way Keystone documents their fresh water capacity is "total fresh water". That includes what's in the fresh water tank AND what's in the water heater.

Your 19fbpr is listed as 41 gallons total. That's a maximum of 35 in the tank and 6 in the water heater.

Considering how tanks are constructed, about 24" wide, 4 to 6" tall and 48-60" long, if the trailer is even slightly "off level" you won't be able to fill the full 35 gallons and if it's slightly "off level" in the other direction when empting the tank, you won't be able to drain it fully, so there's usually 2 or 3 gallons of "not usable water in addition to the 6 gallons in the water heater. Once there's no water to pump into the water heater, the only way to use that 6 gallons is to remove the anode and drain it out. Typically that's "wasted water" since it runs down the side of the trailer rather than into a usable container.
