Fridge
We have a 2018 Raptor 425 TS toy hauler....our fridge has never really been cold, even though the top freezer is ice cold....one time the fridge was ice cold for about 2 weeks....had RV repair guy out yesterday, he checked everything, emptied out water container, and he says that because our fridge and top and bottom vents are directly in the Florida sunlight all day, its not able to get cold. he suggested to get some shade(the slide where fridge is has no awning) ....could this be true?? The fridge is cool but not cold enough to have milk in it.

Yes the same issue in Texas a few years ago. Went to Harbor freight & bought the screen tarp & clipped to the top of the slide & stacked the bottom out at a slight angle, also added a small battery operated fridge fan inside the fridge & all worked good.
The problem is there's not much insulation from the sun between the side wall & back of the fridge so the sun is heating up the inside. Fridge requires heat to operate but only in the coils not the whole back side.

Its not the SUN, sure shade will help.... We had the same problem on our 2017 425TS, make sure the door flap that is attached to the left door closes flat, not at an angle. Check door seals as well with a dollar bill after closing the doors, should be tight to pull out. Check the wires on the thermister to make sure they are attached, mine de-attached just touching it. After that our fridge was too cold and had to be turned down to setting "5" not to freeze the milk.... Hope this helps!

Since your refer is on a slide, you should have fans mounted on the backside up near the top. Are they operating? If not then that issue should be the first thing addressed.
The ambient temp of the refer compartment can have a huge affect on the ability of the cooling unit to transfer heat away from the coils and cool the fridge.

From one Frank to another, we also have the 4dr Norcold. We are now in the second season in central Florida with the refrigerator on the south side. First of all, put a thermometer in the freezer and one in the refrigerator, you need to know what is going on. We found that lowering the thermostat had more of an effect on the freezer than the refrigerator. It is now set on 8. Freezer stays about 10 to15 and refrigerator about 36, a bit cooler in the morning.
Remember, The more stuff you put in both compartments the better. Just don't put a lot of warm stuff in at one time, do it slowly. This will help with the temperature swings.

Your refer being on a slide, it should already have a fan (fans) mounted on the back side. You should be able to hear them when your refer is operating and the top of the cooling unit hits like 115*. Probably won’t be able to see them from the top, but you should see them from the bottom.
If they aren’t running then there is another issue that needs to be addressed. The thermal switch to turn them on is located at the top left corner, mounted to the last fin.

An inside fan? I put one of the little blue battery operated fans near the bottom.

If it’s the Norcold 2118, 4 dr model it has fans in the freezer and refrigerator sections to circulate the air making it more “like” a residential unit.
