Not knowing what year your Cougar is, our 2016 Cougar has a metal vin affixed to the left (driver) side where the pin box is bolted to the frame.
Is your trailer new? Used? Not knowing where in California you're from, it is usually easier to START with the DMV, and take ALL your paperwork, and the trailer as well. If you get lucky, they'll have an employee available to walk out and do the vin verify, which will save you a trip. If not, your local CHP office can likely do it without making an appointment. Not sure which auto clubs or other entities referenced in the following link have certified verifiers. Most local PD's can do them too, but not sure if they charge (since some locals charge for otherwise free services). The verification itself shouldn't take more than about 15 minutes.
Don't attempt to fill out any of the form yourself, as the DMV is obnoxiously critical about any errors on the form.
