Have you logged into Jeep specific forums? They might have answers. When I was researching buying my Ford truck, I signed up to the FTE forums and got a lot of help there.
But maybe it's just a marginal design fault and a new/different TV would be the simple fix.

I would look at the hydraulic lines, if they are rubber.
I knew a guy that had a brake hose have a flap in inner core that acted like a check valve. Brake caliper would extend, but not retract as fluid wouldn't pass through.
We replaced brake hose and problem disappeared.

Most remans are done at third party facilities that put the same internals in a lot of pumps. Your pump should be a high flow to deal with the fan, chances are you are getting standard pumps. Call https://www.howeperformance.com/ or https://www.pscmotorsports.com/. They are big in the jeep world where offroading and big tires put alot of stress on stock steering systems. They can help diagnosis your problems over the phone and get you towing again.
