I've had the problem with my last two trailers and both times it was debris from cutting the various holes in the tanks and/or globs of hardened glue that was not allowing the valve to close. Both times I had the good fortune of it being the black tank and both times I got a lazy dealer who song n' danced me about residual liquid/normal or some BS to that effect. As usual I fixed it myself.
