My dump valves are also on the frame rail under the skirting and difficult to reach as well as being very awkward to pull. I cut a hole in the skirting and installed an access door. Now all I have to do is open the door, the handles are "right there". Easy to access, easy to operate and still out of the way when not being used. There's nothing to "store" or to "find" when I'm ready to dump.

The door cost about $30 and installation took about an hour. The "hardest part" was getting up the courage to make the cutout in my new Cougar.
