I am assuming your rig is a 334 instead of 33. If that's the case it appears you have 34 gal. tanks. 1 for black and 2 for gray water. You should have 2 separate drain handles for those.
You said one is filling up and the other isn't. The gray tanks are typically spit between kitchen and bathroom. Are you primarily using one of those locations causing one tank to fill faster than the other?
