The COE gets blamed for everything. News reports here say they knew the Houston flood control reservoirs would overflow days before it happened, but just didn't tell the public for whatever reason.
That USGS website is usually pretty close. I watch it for Texas rivers for fishing info. We have a big slug of water coming down the Trinity River now.
And yeah, I live with it too. My backyard is the river levee.
