In Memphis we live with this every year, sometimes as many as three or more times in the same year. If we could get the populations in the areas of the Tennessee, Ohio, Illinois, and Missouri rivers to control things at their end we wouldn't have this problem. And those of you around the tributaries to these rivers need to do your share also. Maybe we could blame those who are praying for snow.....or rain....If we had built a few locks and dams south of the city of St Louis maybe this wouldn't be such a problem....There's the answer; blame the Corps of Engineers.
