With shore power plugged in measuren DC voltage at batteries with multi meter. It needs to read 13.2 to maybe 13.6

If not then either you have a faulty converter or battery with a shorter cell. Disconnect battery and measure voltage on battery cables. If not as stated above then converter is at fault

Check the two reverse polarity fuses located on converter or in some units in the power control box center.. they will be 30 amp or higher fuses.

12.7 volts when plugged into shore power indicates most likely issues is no output from the converter.
