12.7 volts should work fine. Do you notice a voltage drop while pressing the slideout switch or awning? If it does drop less than 10 and the voltage doesn't go up when you plug in shore power, there is something wrong with charging or the fuse panel. If it doesn't drop or move at all then I would check the fuse panel.
I am not sure about the disconnect. Usually is doesn't disconnect much anyway as far as I can tell. Some of the accessories on our Laredo operated in either position.
