The valve when operating correctly allows air to enter the tank but not to exit. Taping it shut will make draining the tank very slow if not impossible without siphoning water from the traps. It is there for a reason .... replace it. A new one costs around $5 .... probably cheaper than the tape. Home stores and plumbing supplies sell them for less than RV dealers. (whoda thunk it) The Hepvo replaces the P-trap not the cheater vent.
