I would be taking an immediate look at the underside of your vinyl flooring. Either you've got a reaction within the vinyl backing, a reaction of the luan (or adhesive in the luan) or water damage. I'd suspect that the vinyl backing is wet and something in the flooring is crystalizing, causing the "tiny balls".....
