Any mobile home dealer will have the knowledge of local city/county regulations regarding mobile home anchoring/utilities connections. You might want to give a local mobile home dealership a call. I'd suppose that most travel trailer dealerships won't be knowledgeable of "permanent/semi-permanent" accommodations and may give you some incorrect advice.

Alternatively, you can probably get the information from the local housing inspectors/zoning office. They would probably be reluctant to provide names or make recommendations for who to hire to do the work, but they should be able to provide a listing of who does such work.
