Steve, I had this issue on a 2005 Jayco. Turns out the converter was simply "peak and hold" meaning it charged to 14.2 and held it there. In the case of the Jayco, there was a plug-in for the converter that made it "smarter" - no longer peak and hold... Find your converter make/model and report back.
