In reality, it would take longer to disconnect the two propane hoses from the tanks than to take any tool (say an old style tire tool) and pry the cross member away from the tank. Once one is bent out of the way then the second one just falls into your hands. Too much thought went into this solution. Eighteen inches of chain and the same lock and it is considerably harder to take them.

Well now Jim...I'll take this as a compliment. You might just surprise yourself thinking that cross member is easily bendable. I sure that after a considerable amount of time it could be possible. However the losers that are stealing propane tanks are scrawny meth-heads! Oh... and the propane tanks are in a doored compartment on the side of my "fifthwheel."
