It sounds like you may have installed a 220 VAC element. It will get "half as hot" as a 120 VAC element. What you're looking for is a 120 VAC 1100 watt element with the correct "mounting base" and length. It's pretty easy to match up the element at Lowe's or HD in the plumbing section. Just be sure the wattage and the voltage are the same: 1100 watts and 120 VAC. Usual cost is about $7 at the big box store and about $12 at ACE or TruValue.

ADDED: I posted incorrect wattage above. According to the Suburban water heater manual, it's a 120 VAC 1440 watt element. The 120 VAC 1500 watt element at Lowe's or HD will work. Amperage at 120 VAC for 1440 watts is 12 amps and 1500 watts is 12.5 amps. Both will work properly on 14 ga Romex and a 15 amp circuit breaker.
