The cost of fuel fluctuates when the refineries "change over" to produce "winter blends" and then again when they go back to "summer blends". I have no proof but it seems to me that the % increase is disproportionate between diesel and gas. I'm not a petroleum expert so I don't know if it's a cost difference in the additives or the process that is the cause.
