I agree with the last post as a 1st type of try and fix it. Pour a gal into that tank before use, it will flow to the valve and some water will mix, but if full of anti freeze 1st how much water will flow into it? Maybe that will work without any costly fixes. Only other fix, heat it somehow or replace valve in inside the underbelly. As my example I gave I did not have a issue.
I would not give up on the hot water attempt until you try it. The pipes and valve will not be frozen solid, just some ice built up inside them in what you describe. Even holding a boiling pan of water under the valve may unfreeze the valve.
