I had heard several times that the lifetime passes for disabled and seniors and the annual military passes are for US citizens only. I also believe, but can't check on it because the COE website is down due to the shutdown, that the annual passes that can be purchased are available for US and Canadian citizens. They will get you into the COE parks for a year, but do not have the 50% off camping fee provision. When the website comes online again, I'll check (if I remember) and see what I can find.
