My Cougar XLite is a 2014 and does have a "walkable roof" with no ladder. In 2015 and 2016 Keystone moved to 1/4" OSB on some of the Cougar XLite models. On those, the roof is considered 'not a walkable roof". Which is on your RV? It's hard to tell from this distance, but you can determine what thickness OSB is installed on the roof by removing the plastic trim ring from the bathroom roof vent. Once that is removed, you can see the structure. Pull back the white TPO roof membrane that's stapled to the wood vent frame and you can see the OSB sheeting at the top of the framework. If it's 3/8" you have a "walkable roof" if it's 1/4" then you don't.

Even with the 1/4" roof, you can "access the roof" by using plywood covered with carpet (to protect the roof from cuts and scratches) or 2" foam sheeting. Place either of those on the roof to spread the weight and walk/crawl carefully.

Of course, if you're a "500 pound gorilla" then you really need to stay off any RV roof. So, some "common sense" would prevail...... YMMV
