Yes, but the total weight is a major concern, as a lot of RV roofs would have a problem with a 400lb person up there. Now consider the additional forces of accelerating, braking, cornering, and bumps, and it's a recipe for disaster.
If I were following someone with a 55-gallon drum strapped to his roof, I would make it my mission to pass him ASAP. Even if it were empty!
