I have the Cougar 288RLS and just discovered that my water heater is also behind a panel in the storage compartment <ugh!!>. Could they have made it any harder to get to?!?! Looks like I may have to remove two panels to get to it. I'm hoping after I determine where exactly the hot water heater is I can cut a small hole in the one panel and simply reach in whenever I have to turn the bypass valve on or off. I'm hoping for the short term the valve is in the open position so that I don't have to worry about it for now, although I'm glad I discovered this now rather than after I left for a camping trip!!
