So, as I read it, (maybe incorrectly) A CDL is required from states that do not issue a non-cdl class A.
I want desperately to go to Texas myself, but need to take delivery of my 415 TS so I can get my CDL to make me legal in Texas first.

Your are required to follow the law of the state you live in, not where your going, when it comes to drivers licenses. If you are valid in your state then you are valid in other states.
