Welcome to the forum. If water was shooting out the connection where you would put a hose (city water) then the back flow preventer is either broken or sticking.

With the water turned off, look at the center of the connection, you’ll probably have to remove the screen. Look for a triangle piece and gently tap it with a screwdriver tip. Turn the water pump back on and it should stop. If not try tapping one more time and if that doesn’t work it needs to be replaced.
