If you have a switch outside on the lower left corner of the water heater AND a switch inside on the panel, it works like this:
OUTSIDE switch is for the electric element. You need to be plugged into shore power for it to work

INSIDE switch is for propane. Both switches work independently, and you can operate both at the same time if your plugged in and have propane. Be sure the OUTSIDE switch is OFF if/when you winterize or if your plugged into a standard 15/20 amp plug.
